Judge a bag on three things: weight, contents and carrying comfort. A pack you cannot carry for an hour is not an evacuation pack. Around ten to fifteen percent of your body weight is a sensible ceiling. Then check the contents against your likely route: on foot, water and a filter matter more than extra food. Finish the bag personally with medication, copies of your passport, a spare key and sturdy footwear stored beside it. If you are more likely to shelter at home than to leave, a complete emergency kit or a 72-hour kit is the better starting point.
